I mean we’ve heard the stories of developing countries and their corrupt leaders funneling money to Swiss banks. Sounds like Qatar makes the Swiss sound like moral choir boys.

This may be why he was hesitating to back the opposition woman initially (forgot her name). He was probably trying to decide who in Venezuela would give him the bigger cut.
