Most situations like this are due to older kids or adult babies who just want to mess with people but don't like a possible challenge.

That, or gang members swap-meeting shoplifted groceries for quarters on the dollar to the poor and marginal population who can't make it to a food pantry when it's open.

I'm not sure what can be done now that some jerks have focused on that source, other than setting up a homeless food/staples distribution similar to an ice cream truck route and going to encampment/gathering sites.
