3. Could it be that the vast majority of people would not qualify for a zero percent line of credit?

That would leave them no choices other than trying to take out a loan or to sell assets. With poor credit qualifying for a loan would be difficult, even with high interest rates. There are already fewer people owning homes and this would further reduce the number.
