The first shot went through the windshield, very close to the edge and fairly low. Fired when he was in close proximity to the front left corner of the vehicle.
Think of the angle of the shot.
If he was in fully in front of the vehicle, in danger, that shot would have entirely missed the driver. Or at worst, hit her in the left shoulder.
The only way that first shot hits the driver's head, neck, or center chest if he's off to the driver's side of the vehicle.
And the second and third shots were fired when he was indisputably next to the vehicle, completely out of danger.
Forensic investigation will show the angles of each shot fired.
The only way to prove the goon was in any danger at any time is if the first shot hits the far left side of the victim from the front, or misses the victim entirely. Even if this is what investigation reveals, there is no justification for the second and third shots fired when the goon was inarguably at the driver's side window, entirely out of danger.
It will be child's play for a lawyer to show a jury exactly how this murder - correction, execution - transpired.
I predict the goon will take a plea deal.
It is imperative that this murder is investigated by state of Minnesota - DHS/FBI must not be allowed to block access to evidence and cover up this crime.
