that she was blocking ICE. The video proves she wasn't blocking ICE. If you watch it and see the gray truck pull up you will she her motion for them to come around her. That alone proves she wasn't blocking them and had no bad intentions. They scared the poor woman to death when they jumped out and went toward her screaming and her thoughts most likely were they want me out of here. The actions of these goons confused the lady and it's doubtful she realized what was going on with them .
