If the BUSHes and RAYGUN never "got" the concept of actually effective alternative to "Wars on Drugs" - which is (what the drug sellers have always said, "Supply/demand, if you didn't ask for them we wouldn't sent them" ) spending on social services, rehab, community revival - certainly KRASNOV wouldn't get the concept or have any interest in it.
