A NY federal grand jury indicted NICOLAS MADURO MOROS, DIOSDADO CABELLO RONDON, RAMON RODRIGUEZ CHACIN, CILIA ADELA FLORES DE MADURO, NICOLAS ERNESTO MADURO GUERRA, a/k/a "Nicolasito," a/k/a "The Prince," and HECTOR RUSTHENFORD GUERRERO FLORES, a/k/a "Nifio Guerrero," for violation of US laws - Narco-Terrorism conspiracy, cocaine importation conspiracy, possession of machine guns and destructive devices, and conspiracy to possess machine guns and destructive devices.

If you'll read the indictment, it says that they were arrested in NY, which is why they were taken to NY.

I don't believe that justifies using the military to assist the DOJ going into a foreign country to arrest them - the normal process is for them to be arrested locally and then extradited. But that's their basis for the invasion and the use of the military.
