It's about puffing up Trump's strong-man ego. They found a pass-the-laugh test legal justification (arresting Maduro) to give Trump the big military flash bang he's been craving at least since Obama (and Hillary Clinton) took out Bin Laden.

And they get to test more of their legal theory that when the military is used in support of the actions of another department of the Federal Government, they don't have to get Congressional approval.
