Many years ago the USA built compounds, very nice ones, near where the oil was, the USA also built the oil rigs, and set the extraction of Venezuelan oil going. The country benefited very much, there was plenty of employment, but in 1976 Carlos Andres Perez decided to nationalize the industry, and that is when the big pilferage from corrupt politicians began.

But anyway, I have to assume that is what trump is referring to, although I doubt that he knows any of the history, but someone must have told him something and now, like the good parrot he is, he is repeating it.
