Monroe and Jefferson, et al., wanted to prevent further colonization by Europe that would limit the influence of the US or restore monarchism in the region. Much later it was the stated basis for opposing Russian's involvement with Cuba. It doesn't mean American foreign policy includes the takeover of other sovereign countries in the western hemisphere.
