Venezuelan oil is very dirty and heavy with a high sulphur and bitumen content. Bitumen content is the same as Canadian oil.

Could Trump be trying to get Canadian oil cheaper with the threat of Venezuelan oil?

Carney is no idiot, and Venezuela needs, by some estimates, over $100 billion of infrastructure investment from the oil industry in a place with what could be described as "an uncertain political future."
