5. So, how does one "Not recognize the intervention"?

It doesn't recognize Maduro as the leader of Venezuela, but it also doesn't recognize US action to remove Maduro as leader.

Isn't that just declaring neutrality? Because otherwise, Maduro isn't a "leader" (as they don't recognize it) and the US didn't remove a "Leader" (as the action and the leader are 'Unrecognized').

I'm not saying Spain is in the wrong here but the political and/or legal elements elude me here.
