It's fiction. A person intentionally invented a fake person and lied and then spread it across the internet.

It's unclear what the objective was of the person who made up the fake story. Perhaps he wanted to illustrate the dangers of AI and how easy it is to get AI to quickly spread fals information all over the world? Somehow, I doubt that. The person is probably just an asshole looking for notoriety.
