They only passed a framework. That was the easy part. They still have to do the heavy lifting to actually pass it late spring early summer. That means lots of compromise with the hardliners within, as conditions worsen.

I know it is a subtle difference, kind of arcane to American politics that I only understand because PBS explained it tonight, but it is important to get details straight.

The article even calls it a framework and goes on to explain:

The budget isn’t designed to become law but rather instructs congressional committees to draft legislation meeting specific cost targets. Both the House and Senate would later need to vote on that legislation; Democrats would not be able to filibuster the bill thanks to the special two-step budget process Republicans are using.
