9. The internet is more complex than any of us can imagine. Links go down, routers lose their minds, ....

I used to run company systems. Users would ask for me to "fix the internet".

I checked everything up to our ISP. If it was OK (It always was) then rather than run diagnostics, I waited it out.

People were getting paid to run diagnostics and find the problem.

Most often it was a bulldozer in San Jose doing horrible things to a fiber-optic cable.

People routed around it.

Main problem lately seems to be cloudflare (a hacker-proofing delivery network) having fits, or deciding that your neighborhood is full of bots and criminals. The beautifully decentralized internet always finds ways to get centralized. I think it has to do with that mysterious substance, money.
