3. Excuse my ignorance, but couldn't a law passed by GOP to limit federal judicial powers be appealed to Supreme Court?

Any law passed to limit the powers of Federal Judges would most certainly be appealed, all the way to the Supreme Court. The Supreme Court would be unlikely to limit its own power.
