Who doesn't love Cory Booker right now? Who can tell us how this works? [View all]

Cory Booker is amazing. And it's making me tear up to see other Senators join him.

Some DUers have said the rules don't allow another Senator to take this over for him when he becomes too exhausted. Is that correct?

Second question: But It seems like Booker just decided to do this, and then did it. So, what is to stop another Senator from deciding to do it and then doing it? If it is not presented as an extension of Booker's effort but rather just a separate effort, does that satisfy the rules?

Could that be a way to stop the business of the Senate and create some leverage?
