But he's also, I believe, descending into dementia. Couple that with his narcissism (or before the diagnostic police jump in to correct me, his psycopathy), he might very well be incapable of focusing on anything but his grievances and self-aggrandizement. His handlers are cool with this: it keeps him occupied and out of their hair while they dismantle our country and sell it for parts.
