Parts used in todays complex auto system can come from various countries. The External Revenue Service will not have enough workers with expertise to determine which part is made in which country. For example the engine assembly could be using components from a dozen sources.

It is much easier to charge tariff to the entire automobile vehicle. It's total price is right there on the window stickier.
