He has always wanted to be a mob boss, and thought of himself as the equivalent of a mob boss. He thinks he should not have to spell it out and say the words, because that's what mob bosses do. Tony Soprano just said "take care of it" and they knew what to do. Capiche?
It's a defensive measure too, because then he can deny knowledge or culpability for anything that happens, which fulfills his primary need to escape accountability and punishment.
