....become non-viable for anything but mid sized shipping or pleasure boat travel within 10 years.

There's infrastructure investment that needs to be done, modernizing many of the locks and mules, making it larger and more able to withstand climate change.

Infrastructure investment is not something "Vulture Capital" and other financial Grifters and bottom line bean counters do any more.
