look at the pain and loss this system has caused for the less monied but more to those who don't need it that bad. There should be a law that renters need to file a document confirming how much rent they have paid to who. I'll bet the taxpayer burden to help the less powerful would start lowering. Actually the owner is required to report that income, how much you want to bet that doesn't get done quite often
