7. Wondered what the legal mechanism would be. If he really wanted to rock China's world, we would limit amount of imports

rather than introducing tariffs. Just say you can only import 75% of what you imported last year in every category of goods. Just like with tariffs, China is not without leverage to respond. Could do same to US goods to China, sell off/stop buying US bonds and other things. Any way this goes Trump's actions and any Chinese response could serve to destabilize economic markets with potential serious consequences. And whether it is tariffs or limited imports it will drive inflation higher.
