The context of the remark was Arctic "national security," which could only mean mostly because of Russia first and China as a distant second (there being no serious third). And the for-sure demand that NATO countries beef up their defenses.

Note that the foreign policy and defense concerns for Greenland are Denmark's. The prime minister of Greenland as an autonomous territory are really just political and economic.
