since he's all of those things. Crimes that qualify for the death penalty under federal law are limited to those involving interstate activities, the killing of federal law enforcement or other federal officials, deaths occurring as a result of a violation of other federal law, etc., and they are designated by Congress. Trump can't just decree that he's going to kill all the "rapists, murderers and monsters."
