"The 1903 treaty regarding the Panama Canal, known as the Hay-Bunau-Varilla Treaty, was signed by no Panamanians; instead, the Panamanian representative was Philippe Bunau-Varilla, who was not considered to represent the full will of the Panamanian government at the time, as he had not lived in Panama for many years and had essentially bought his position as a representative through financial assistance to the Panamanian rebels."
