The legislation would define first assaults which cause less serious injuries as administrative - rather than criminal - offences.
MP Yelena Mizulina, who introduced the bill, says people should not be jailed and labelled a criminal "for a slap".
But critics say it will set back efforts to tackle an endemic problem.

It is hard to understand how truly pitiful some people must be, that for them to feel even slightly meaningful, they must hurt somebody weaker.
As the ranks of the powerless swell with fewer and fewer people having any power at all, I fear that the powerless will increasingly turn on each other rather than finding a real solution to their lack of power.
