doing a 20 year sentence for smoking a joint.

Why is this a surprise? We let rapists and murderers out so we can make room in prison for jamband fans who get caught with a dime bag. People can carry assault rifles at JC Penney, but the cops will kick down a door and drag some guy off to prison for smoking a bowl.
