The driver can kick off passengers for stuff like that,like being a mean drunk or smoking anything. And I have seen them call the cops to remove a violent drunk threatening passengers,and the driver dropped someone at the next stop for smoking.
Busses need some conduct rules.
All it takes is for a few assholes to fuck it up for everybody else.

This will be a major issue in getting the homeless housed as well. I had to leave my last apartment because of persistent smoking violations.
The landlord gave up and just let them do it.
