That would have jack booted 'safety officers' patrolling the streets of the business and more upscale parts of town in large groups to insure the 'safety' of its pasty citizens but would seldom set foot in certain parts of town, not even to drive through it.

As such, the court should do more than just rule that way. They should serve some prison time. Needs to be serious consequences.
