Why the witness thing was required on mail-in ballots but not in in-person early voting.

What to do if you got a mail-in ballot but haven't returned it yet. And can you just bring it to the early voting location? Or to the poll on election day?

but you can vote at a polling place if your absentee ballot hasn't been counted, though you have to tell the poll workers to cancel your absentee ballot.
