unique issues between Honolulu and state of Hawaii causing problems....

the city and county of Honolulu, which take up the entire island of Oahu, contains most of the state population, maybe 80%, with the balance spread across the other islands (which are also counties). The state sort of
controls few people outside of Honolulu. So decisions made by the city of Honolulu frequently clash with those made by the state bureaucracy. Shut downs, home staying, city and state disagree. Here's another issue, testing:
