Two men were picketing on public property when police intervened and approached them. The men moved to the sidewalk, but Officer Chris Dickey demanded their IDs so he could charge them. This turned into a chase which resulted in a Taser barb becoming stuck in one of the man's arms (which later needed to be removed at a hospital).

Officer Dickey's superior officer then arrived and questions his actions, stating that they are in fact on public property and have the right to freedom of speech. The man who was tasered sued and received $175K from the city.

Officer Dickey has a history of five civilian complaints, including use of excessive force during an arrest in which he Tased and struck a man in diabetic shock with a baton. In 2019, Dickey was sued over his use of force, in another arrest Dickey used his Taser on a U.S. Special Forces veteran experiencing PTSD. The 46-year-old vet was pronounced dead shortly after the violent arrest.
