San Francisco Proposition C

Inspector General

Prop. C would amend the City Charter to establish an inspector general position — appointed by the city controller and approved by the Board of Supervisors — that would functionally serve as a watchdog for San Francisco’s elected officials and government-contracted organizations. Under the current charter, no such position exists, and most of those duties fall to the city controller. The responsibilities of the new position would include leading and consulting on city investigations into fraud, waste, abuse and misconduct at City Hall.


Argument for: Proponents say the measure would create more effective accountability in city government, especially in light of several high-profile scandals involving city agencies and nonprofits it contracted with. Most of these investigations were led by the FBI. Supporters argue that establishing an in-house watchdog could potentially uncover far more corruption.

Argument against: Opponents say the measure would allow elected officials to appoint someone to office in city government who would have unchecked power.
