Too soon for Halloween?

We got this costume at the Richard 'Dick' Hoblitzell estate sale in Williamstown, WV about 10 years ago. Mr. Hoblitzell was a major league baseball player, played for the Cincinnati Reds, then Boston Red Sox, and roomed with Babe Ruth. He ended his baseball career in 1918, when he was inducted into the U.S. Army as a dentist. Later, he was sheriff of Wood County, WV. My husband had a nice conversation with his daughter Connie, and I think this was her costume. She was in her 70s at the time we met her, so I think the costume might be from the late 1940s.
