I keep getting on my cell phone a message saying it's "Deactivated."

because I never got around to replacing the sim card they sent me. Could it be an upgrade issue?

2. Two completely different networks. Make sure your cel issue is not someone phishing you.

If it isn't your phone was probably hacked.
Eta - trurn off the cell network to force your phone to use wifi.
