Missouri Supreme Court upholds mid-decade congressional redistricting

KANSAS CITY, Mo. (KCTV) - The Missouri Supreme Court ruled the legislature can redraw congressional districts mid-decade, upholding House Bill 1 that repealed the 2022 congressional map and adopted a new map in 2025.

In a 4-3 decision issued Tuesday, Judge Zel M. Fischer wrote that the state constitution requires redistricting when the decennial census is certified but does not forbid redistricting at other times. The majority found “when” does not mean “only when.”

The ruling affirms a circuit court judgment that found the legislature acted within its authority when drawing the congressional map in 2025. The new map is likely to send one more Republican to Washington, D.C., by carving up the Kansas City area into three districts.

Judge Paul C. Wilson dissented, joined by two other judges. He wrote that the redistricting bill violates the state constitution and that a certain provision authorizes the legislature to redistrict at only one time and in only one manner.
