This is what happened when Nixon resigned. Agnew resigned as VP, Nixon appointed Gerald Ford as VP, Nixon resigned and Ford became president. Ford then appointed Nelson Rockefeller as VP. From the time Nixon resigned until Carter was elected, both the president and vice president were not elected to those offices.
