They could pass a bill to overturn what the Repukes pass this year. Then TSF would certainly veto it, and without a very unlikely 2/3 majorities in both chambers, the new bill dies.

Our best hope may be the Senate parliamentarian ruling that they can only pass a one year budget for ICE and CBP under the rules for a reconciliation bill.
