That's how someone outside of Pakistan might refer to him. Within the country, it would make no sense to mention which country's leader you were referring to.

Pakistan is a bankrupt country that relies on loans. Especially from the US when it comes to IMF loans.

They aren't going to mediate anything. They just do what Trump tells them to.

WHY did the White House send a draft to Pakistan asking Pakistan to release the statement so it looked as though the Paks proposed and Trump accepted?

BECAUSE TRUMP'S ADMIRALS AND GENERALS TOLD HIM THEY WILL NOT OBEY HIS ILLEGAL ORDERS and they are tired of this bullshit.

The sham negotiations were discussed by Ryan Grim and reposted on George Conway's twitter feed.
Not sure exactly how this was uncovered.

Unfortunately the cult will never get this message, and this sham will confirm to them the genius of Donald J Trump, President for Life.

My guess is that Trump was in a deep dark hole (we don't know the dimensions of this hole yet) and he, or his handlers, had to gin something up. Now they have a negotiation triumph, and he can demand a ticker-tape parade and an emergency Nobel prize. I wonder what Pakistan gets for this service - should be a substantial reward.
