The New Congresss in January of 2027

Could they curb the power of presidents to issue Executive Orders? Would it be Constitutional?

I think the legality needs to be looked into in order to stop the Mad Orange King's or any other president of either party from issuing more Royal Decrees.

EO’s only affect the conduct of employees of the executive branch.

Congress cannot regulate that as far as I know, but EO’s that direct unlawful or unconstitutional conduct can be addressed in court.

The only recourse congress has is impeachment.
