Can he contort and interpret the same law to mean the opposite in California of what it means in Texas?

And: is Roberts OK with Newsom ignoring the law the same way he is OK with Trump ignoring the law? Oh, don’t bother responding to that last question. I don’t think anyone even considers it a question.
