There is already a bunker in the white house. Expansion and upgrade makes sense which is why the size and complete demolition is required.

It's called the Presidential Emergency Operations Center.


There was a video that shared here within the last few weeks where it's suspected that this bunker is going to be expanded and the expansion will be turned into a data center. I don't remember which DU member shared it originally but I found it.
