You don't buy loyalty with revenge. In fact, he betrays everyone near him and/or who trusts him.
The blackmail is how he gets away with it and how people accept it.

I think we had a confluence of issues he wanted to draw attention away from: Epstein, the Jack Smith deposition, the failing economy, and very importantly, his dementia.
I also think his every decision is being fed to him via manipulation by his keepers. This all stinks of his cabal of little psychopaths.
