We elect these people, and he doesn't think they can be trusted. Which is bullshit for: They might try and stop me.

Mueller was appointed special counsel by Rod Rosenstein, the deputy attorney general. He made the decision as "acting attorney general" because Attorney General Jeff Sessions had stepped aside from the Russia inquiry.
During TSF's first term, the U.S. Attorney General role saw significant turnover, starting with Jeff Sessions (Feb 2017Nov 2018), who resigned under pressure; followed by acting AG Matthew Whitaker (Nov 2018Feb 2019); and concluding with William Barr (Feb 2019Jan 2021).
So it was done entirely under TSF's DOJ, and while Mueller enjoyed independence during the investigation, all he could do at the end was hand the report over to Barr.
