More likely they were made about 10 years ago. I would suspect Epstein had those made as a joke at Trump's expense after they started feuding.

Note that in a group of additional pictures released last night was this picture of a "Trumpkin" - a pumpkin made up to look like Trump. It had a sign saying "Make Halloween Great Again" so it clearly was from 2015-2016 at the earliest.

I suspect this was another joke by Epstein at Trump's expense.

We have no idea where that picture was taken. Just because Epstein kept a copy doesn't mean it was taken at his home. He probably thought it was funny. So no, it doesn't really say anything about what was going on at Epstein's properties.
