International Criminal Courts

From a person who is familiar with the ICC:

Although the US isn’t a member of the ICC, El Salvador still is. As was shown with alleged Israeli war crimes in Palestine, the ICC *could* claim jurisdiction over illegal actions committed on behalf of the US government *in* El Salvador, and issue arrest warrants for Trump and Rubio.

At this point I don't have any links. The statement is from an author who has written extensively on the ICC and their work in other countries. I'm researching this when I have time and will post any further info.
