It's why they started with USAID and HHS, because if one of his boytoys had tried to plug in an outside drive into anything at CIA or DoD (let alone a main data server) that person would have been rightly shot in the head.

Actually the parallels between Musk and Bond villain Hugo Drax from Moonraker are uncanny, particularly since Moonraker was made when Musk was still a child.
