It wasnt a formal fillibuster but its intention was to disrupt business while keeping the senate in session

Today was a "floor speech" not a filibuster.

That's why they always called the lack of 60 votes a "fillibuster." Since debate has not ended. It's a cop-out though cause technically they are still "debating" a bill even though they will never discuss it again and can end the session.
This is an actual fillibuster, where the senate stays in session forever until it is over. If it is intended to disrupt, it is generally considered a fillibuster.

Booker did not, technically, undertake a filibuster since he is not trying to stop a specific piece of legislation; he is instead trying to dramatize the scope and intensity of the threat that Trump, Elon Musk, and other presidential stooges pose to government as we know it and to democracy itself.
