if the law of the state in which he was convicted allows it. NY law allows felons to vote as long as they aren't incarcerated. So he can vote in FL.

Florida felony voting right follow the laws of of the state where the conviction was.

Under New York law, felons can vote as long as they are not in prison.

As he'd be able to vote under New York law, Florida allows him to vote there.
